A transparent measure of visible support, not university prestige.

The Observatory evaluates whether a researcher can find and use official institutional support across the publishing lifecycle. It does not evaluate research quality, faculty performance, funding, citation impact, or institutional reputation.

1. Scope and sampling frame

The 2026 edition uses the complete set of 187 institutions designated Research 1 in the Carnegie Classifications 2025 Research Activity Designations. Carnegie defines 2025 R1 institutions using thresholds for research spending and research doctorates; Manusights does not recreate or alter that classification.

The calibration release publishes only records that have completed an initial evidence review. Every other R1 institution remains in the downloadable universe as awaiting review and receives no inferred score.

Separate campuses and specialized institutions remain separate when Carnegie assigns them distinct institutional records.

2. Evidence collection

  1. 1Begin with the official university library, research office, graduate school, and scholarly communication domains.
  2. 2Follow the paths a researcher would reasonably use from the institution home page or an official search result.
  3. 3Record the official URL, observation, review date, and rubric dimensions supported by the page.
  4. 4Do not treat a third-party directory, marketing claim, or search snippet as scoring evidence.
  5. 5Send the reviewed evidence to the institution for a correction window before the full edition is finalized.

4. Dimension profiles and secondary composite

Full credit

The support is explicit, current, actionable, and linked from an official institution-owned page.

Partial credit

The support is indirect, limited to a subset of researchers, difficult to access, or insufficiently explained.

No observed credit

The review did not find public official evidence after the documented search path. This is not a claim that the service does not exist.

Institution pages lead with the six dimension assessments and their evidence. The weighted composite and ranges below remain public so another researcher can reproduce the method, not so institutions can be ordered as a league table.

The public support layer is incomplete or hard to navigate based on the evidence reviewed.

The evidence browser lists institutions alphabetically and does not use the composite or bands as its primary display. A one-point difference is not presented as proof that one university is better than another.

5. Quality controls

  • Scores must be traceable to institution-owned evidence URLs.
  • AI may assist discovery and classification, but a person verifies every scored record before publication.
  • The full release requires a second-review sample and agreement checks across rubric dimensions.
  • Institutions receive a correction opportunity, and accepted changes appear in the public version history.
  • Commercial relationships and Manusights product usage never affect dimension assessments, evidence selection, or the secondary composite.
  • The edition date and evidence date remain visible so readers can identify stale records.

6. Limitations

The Observatory measures public discoverability, not the quality of private consultations or support available only inside an authenticated campus system.

University support is decentralized. A service may exist in a school, department, writing center, or research office without being linked from a central page. The correction process is designed to capture those gaps without silently assuming they do not exist.

Web content changes. Dimension assessments describe the evidence available at the recorded review date and should not be treated as permanent institutional characteristics.

R1 status is used as an objective first-edition sampling frame. It does not imply that other universities have weaker publishing support.

Original Manusights assessments are licensed separately from Carnegie-derived classification, institution, location, and identifier fields. The source terms shown in the download apply to those Carnegie-derived fields.
