How Journal Impact Factors Are Calculated, and Where the Formula Misleads

Impact factor looks like a simple ratio, and in one sense it is. The confusion starts when authors assume the ratio is more objective, field-neutral, or paper-level than it actually is.

Quick answer: Impact factor is one of the simplest formulas in publishing and one of the most misunderstood.

Researchers talk about it as if it were a direct measure of quality, prestige, or likelihood of career advantage. It is none of those in a strict sense. It is a citation ratio attached to a journal, based on a defined database and a defined time window.

That does not make it useless. It just means you need to understand the machinery before trusting the number.

How are impact factors calculated?

The Journal Impact Factor, or JIF, is calculated like this:

So the 2025 JIF, released in the 2026 Journal Citation Reports release, is built from citations made in 2025 to citable items published in 2023 and 2024.

That is the formula. Most of the confusion comes from everything the formula leaves out.

Release year versus JIF data year

The release year and the JIF data year are offset. Use the data year when naming the Journal Impact Factor, and use the release year when naming the JCR edition.

If a journal moves up from 5.0 to 5.8, the formula does not tell you whether the journal became more selective. It only tells you that the citation numerator rose relative to the citable-item denominator for that data year. If it moves down from 5.8 to 5.0, the same caution applies.

What Clarivate says

Clarivate's current Journal Citation Reports page emphasizes three points that matter here:

  1. JCR is an annual report built from a specific data snapshot, not the continuously changing live Web of Science database
  1. JCR should be used responsibly as a journal-level metric, not as a proxy for the quality of an individual article or researcher
  1. JCR now presents the JIF alongside other contextual indicators rather than treating it as the only lens

Clarivate also presents JCR as a broader journal-intelligence system rather than a single-number ranking list. That matters because the JIF is one part of the record, not a standalone truth machine.

In our pre-submission review work, the same misuse shows up in three forms: authors compare unrelated fields as if the citation cultures were equal, use one journal's JIF as a substitute for scope fit, or read a one-year movement as proof that the editorial bar changed. None of those follows from the formula.

The formula in plain English

Suppose a journal published:

  • 100 citable items in 2022
  • 120 citable items in 2023

That gives a denominator of 220.

If those 2022 and 2023 items were cited 1,100 times in 2024, the 2024 JIF would be:

1,100 / 220 = 5.0

That is all a JIF is. It is not:

  • peer-review quality
  • probability of acceptance
  • probability your own paper will be cited five times
  • an apples-to-apples field comparison

What counts in the numerator

The numerator is the citation count in the target year to eligible recent journal content.

That sounds straightforward until you remember that citation databases and article states are messy.

  • what is available to be cited
  • when a final version becomes eligible for the denominator

This is one reason JIF methodology gets technical quickly. The formula may be simple, but the underlying content-state rules are not.

What counts in the denominator

This is where authors often misunderstand the system most.

The denominator is not simply "everything the journal published." It is based on citable items, which usually means research articles and reviews.

That matters because journals publish many other things:

  • editorials
  • commentaries
  • news features
  • correspondence

Those categories do not always behave the same way in JIF construction. This is one reason article mix changes can move a journal's JIF even without a dramatic change in scientific quality.

Why review-heavy journals often look strong

Review articles usually attract more citations than standard original research papers.

That means journals that publish a higher proportion of review content often have structural JIF advantages. This is not necessarily manipulation. It is partly a function of article type.

But it does mean that if you compare:

  • a methods-heavy original-research journal
  • with a selective review-heavy synthesis journal

The JIF difference may reflect format effects as much as journal standing.

Why field comparisons go wrong

This is the first major misuse.

A JIF of 5 can be:

  • excellent in one field
  • routine in another
  • weak in a highly citation-dense biomedical area

Fields differ in:

  • citation velocity
  • article volume
  • review culture
  • collaboration size
  • reference-list length

Why the two-year window matters

The JIF window rewards fast-citing fields.

That can distort how journals look in areas where influence accumulates slowly. A fast-moving biomedical or machine-learning topic may pile up citations quickly within two years. Mathematics, theoretical physics, or slower-burn clinical areas may not.

This is one reason some prestigious journals have modest JIFs relative to their actual standing inside their field.

Clarivate's recent JCR guidance emphasizes transparency, broader journal inclusion, and a more responsible use posture.

Two practical takeaways matter for authors:

  1. not every change in JIF reflects a journal suddenly becoming better or worse
  1. annual JCR releases should be treated as updated snapshots, not immutable truths

If you are using JIF in grant material, job applications, or journal strategy, use the current annual release and the exact year attached to it.

Why impact factor is still influential even when everyone knows its flaws

Because it is simple, familiar, and socially legible.

Committees, administrators, and researchers under time pressure still like a compact prestige signal. That does not make the signal methodologically ideal. It just makes it durable.

The right move is not to pretend JIF is irrelevant. It is to use it with the right constraints.

The most common ways authors misuse JIF

Four misuses account for most of the confusion around the metric:

  • Treating JIF like a paper-level score: It is not. A brilliant paper can publish in a moderate-JIF journal, and a mediocre paper can publish in a high-JIF venue.
  • Comparing journals across distant fields: This is one of the oldest and still one of the least defensible uses.
  • Ignoring article type and journal mix: Review journals, methods journals, and broad original-research journals are structurally different.
  • Using the wrong release year: Authors often write "2024 impact factor" when they really mean "the impact factor released in 2025 covering 2024 citations." If precision matters, use both the citation year and the release context.

How to use JIF rationally

Use impact factor for:

  • rough prestige calibration inside a field
  • fast shortlisting of candidate journals
  • understanding where a journal sits relative to nearby alternatives

Do not use it alone for:

  • journal choice
  • career self-evaluation
  • article-level quality claims

For submission strategy, pair it with:

  • actual scope fit
  • acceptance or desk-rejection risk
  • review speed
  • APC and policy constraints

Concrete submission facts live outside JCR. For example, NEJM Original Articles use a 2,700-word main-text limit, Journal of Applied Physics lists Author Select open access at USD 3,800, and live submissions move through publisher portals such as ScholarOne or Editorial Manager. Those facts are not impact-factor inputs, but they often matter more for the manuscript you are deciding where to send.

  • you are comparing journals within the same narrow field category, where the citation culture and article mix are similar enough to make IF roughly comparable
  • you are using JIF to identify which journals are actively cited in your field, as a proxy for where your target readership actually reads

Think twice if:

  • JIF is the primary or only reason you are choosing a journal: the journal's scope fit, acceptance probability, and editorial culture for your paper type are more predictive of a successful outcome than a citation ratio
  • you are comparing journals across different fields: a JIF of 5 in mathematics and a JIF of 5 in high-citation biomedical sciences represent completely different positions within those fields
  • a journal's JIF changed significantly in the last JCR cycle and you are reading it as evidence the journal itself changed: JIF shifts often reflect ranking structure changes, comparison set expansion, or early-access timing effects rather than a sudden change in editorial selectivity
  • the article type or journal mix is substantially different between journals you are comparing: a review-heavy journal and an original-research journal in the same field will have structurally different JIFs that do not represent equivalent quality signals
