Read each row horizontally. If your approach can be completed without answering the question, the relationship needs work. If success depends on an assumption, label the assumption and explain how you will assess it.
Draft aims that expose dependencies
Consider a hypothetical project with one aim to develop a measure and another to apply it. Ask what happens to the second aim if the measure performs poorly. Do not hide that dependency behind confident language. Explain the decision that would follow, or revise the scope so the plan remains interpretable.

Recognize two drafting failure patterns
Failure pattern: the inherited instruction. An investigator copies the attachment structure from a colleague's application without checking whether the same rules apply. The prose can be polished while the package answers the wrong instructions. Fix first: compare each requirement against the current opportunity and applicable notices. Keep a dated record of the source used to resolve the discrepancy.
Failure pattern: the title-to-aim mismatch. The title promises a broad change in practice, but the aims can establish only a preliminary association. Rewrite the promise to match the intended evidence. Check the abstract and public-health relevance statement for the same mismatch so different parts of the application do not imply different projects.
