What the official NSF sample actually contains
The NSF-hosted example concerns water scarcity and social relationships in Bolivia. Its page separates the problem, objectives, literature, hypotheses, research plan, analysis, significance, budget documents, and reviews. That makes it useful for tracing an argument across sections instead of reading only a polished opening. NSF states that the authors permitted its publication as guidance for prospective investigators. See the complete sample.
Do not treat the sample's study population, methods, investigator experience, or commitments as interchangeable with yours. Nor does public access mean that its language is yours to reuse. Take notes about a reasoning move, close the sample, and explain your own project's equivalent using evidence you can support.
A proposal-to-review worksheet
Read one application in three passes. First identify the proposed scientific decision. Next locate the evidence and resources that make the decision possible. Finally compare your assessment with the available reviews. Keep the reviewers' observations separate from your interpretation.
Use this worksheet in a document or spreadsheet. Complete a row only when you can point to a location in the sample; an empty cell is an unresolved question, not permission to invent a missing plan.

The last row is especially useful when a review praises the idea but questions execution. Rewriting the significance paragraph would not repair missing access to a dataset. Classify the concern before deciding what to change.
Worked example: an attractive plan with a missing dependency
The following example is fictional. It is not adapted from the NSF sample and does not describe a funded project or actual reviewer comments.
Draft premise: A team proposes to test whether low-cost river sensors can identify short pollution events that routine sampling misses. It promises an openly documented method and training sessions for regional water-monitoring groups.
First reading: The question and proposed comparison seem clear. The draft describes laboratory calibration, field deployment, and comparison with reference measurements. Its schedule moves from laboratory work directly to installation at partner sites.
Worksheet finding: The fieldwork depends on site access, but the draft names no responsible partner or permission timeline. The proposed training depends on field results, while the budget assigns all staff time to sensor development. The scientific question may be valuable; the application does not yet demonstrate that its promised work can happen.

Revised audit conclusion: Resolve the access and resource questions before refining prose. If the commitments cannot be secured, narrow the proposed work and its claimed benefits together. A more confident sentence would conceal the dependency; an explicit plan makes it reviewable.
This is the lesson to carry from a sample: look for the relationship between claims and executable work. Another application's equipment list, analysis plan, or persuasive phrase cannot provide your missing evidence.
Separate reusable reasoning from historical requirements
Keep two note columns while reading. In the first, record transferable reasoning: a question is made testable, an alternative explanation is addressed, or a resource supports a specific task. In the second, record details that require fresh verification: forms, limits, submission dates, certifications, policy language, and required attachments.
NSF's current preparation page describes the Project Summary and Project Description among the common proposal components and directs applicants to the PAPPG for full requirements. Use that live route and the applicable solicitation to rebuild your checklist. Do not derive a universal page limit or document package from the age or length of an example. NSF preparation guidance.
For each apparent conflict, record the old sample detail, the current controlling instruction, and the action your research office confirms. Mark an unresolved conflict as unresolved. A formatting template that compiles successfully is not evidence that its contents satisfy your funding opportunity.
Read the reviews without reverse-engineering a formula
A sample's funded status does not show which sentence caused an award. It also does not reveal every competing application, program consideration, or later clarification. Use available reviews to test your reading, not to turn a selected case into a prediction.
Try these questions:
- Did a concern refer to scientific value, feasibility, presentation, or a missing requirement?
- Can you locate the passage or omission behind the concern?
- Did you mistake a polished description for evidence that the task was feasible?
- Which lesson survives if your project uses a different discipline, mechanism, or scale?
- What cannot be learned because the sample package lacks the relevant document?
If you cannot identify the underlying passage, keep the connection provisional. A review is evidence of that reviewer's assessment of that application, not proof of a general rule for every NSF program.

Use the sample if / think twice if
Continue drafting when your central question, design, analysis, access, resources, and proposed benefits agree. Pause for substantive work when the worksheet exposes an unsupported commitment, an untestable claim, or an unresolved instruction. Ask a colleague to check one disputed connection rather than requesting an unbounded judgment of the whole proposal.
Think twice if the example is your only evidence that a requirement still applies. Hold the relevant section until you can identify the current instruction. The risk is especially clear for copied resource commitments: a sample's institution may have access or capacity that yours does not.
