Read the title, abstract, identification strategy, main effect figure, and policy conclusion consecutively. Each should answer the same transport-environment question without increasing certainty as the manuscript progresses.

Put the environmental mechanism inside the transport story

Part D covers environmental effects across passenger and freight transportation, infrastructure, pollution, resource use, and policy responses. A paper should not treat transportation as only a setting for a generic environmental model or treat environment as one outcome among many without interpretation.

Use a limitation beside each main policy conclusion. Honest friction makes the result more usable because readers can see when the decision must be re-evaluated.

Make the introduction travel beyond one place

The current journal guidance asks authors to begin from a disciplinary perspective rather than a specific country and to state objectives and novel contributions clearly. A local case can be valuable, but the introduction should identify the transport-environment problem before describing the study area.

Then explain why the case is informative: unusual policy variation, a transferable method, a natural experiment, data unavailable elsewhere, an emerging mode, or a system boundary that tests existing theory. Do not claim global significance merely because the issue exists in many places.

Apply the journal-specific format

The live Guide for Authors currently specifies several details that are easy to miss:

  • keep the article title to 12 words or fewer and avoid all caps;
  • double-space the text;
  • add page numbers;
  • do not add line numbers because the system generates them;
  • use clearly defined numbered sections and numbered cross-references; and
  • provide a separate glossary for field-specific terms.

The guide also asks for editable source files, not a PDF as the only source, and for standard title-page details, author information, captions, declarations, and submission materials. Confirm the current portal prompts before upload.

Build a reproducible survey or model package

For self-administered surveys, the journal-specific guidance asks for enough information to reproduce the sampling and administration. Preserve instrument wording, delivery mode, field dates, eligibility, recruitment, response flow, exclusions, weighting, and the relationship between stated and observed behavior.

For models, record version, calibration period, validation data, parameters, spatial and temporal resolution, scenario assumptions, and code or configuration needed to regenerate headline outputs. For life-cycle work, make functional units and boundaries visible in the abstract or first comparison table.

Common Part D submission failures and repairs

These failure patterns connect a visible weakness to a repair an author can make before upload; they do not predict the editorial outcome for a particular manuscript. In our pre-submission review work, the most useful test is whether the policy claim survives after exposure, outcome, counterfactual, and transfer boundary are written in one place.

The policy claim is stronger than the design. Rewrite the conclusion around the estimand or scenario actually supported and label additional effects as hypotheses.

The local case has no portable lesson. Identify what feature of the case tests a theory, method, or policy mechanism relevant elsewhere and state where transfer fails.

Environmental benefits ignore rebound or system boundaries. Add sensitivity to behavior, energy mix, vehicle or infrastructure life cycle, induced demand, or other relevant boundaries.

The title is a long methods inventory. Keep it within the current 12-word instruction and center the transport-environment result rather than every dataset and technique.

Worked example: from city result to transport-policy evidence

A study may find lower emissions after a transit intervention. The stronger Part D paper defines the counterfactual, tests displacement and induced travel, reports energy and ridership assumptions, and shows which city characteristics determine transfer. The policy recommendation then follows from the measured mechanism rather than the desirability of transit in general.
