Connect the water question to the broader implication
WRR spans natural and social sciences, but interdisciplinary breadth must serve one clear water-resources question. State the process or decision being resolved, the evidence that resolves it, and the scale at which the inference holds.
For a new model, explain the hydrologic insight it enables, not only accuracy. For a case study, explain which process or decision transfers. For policy or management work, connect institutional assumptions to measurable water outcomes. For data-driven work, show how leakage, nonstationarity, spatial dependence, and physical plausibility were handled.
Make novelty auditable

Build accuracy into the figure sequence
Put the scientific question before the computational machinery. Then show data provenance and quality, model or experimental design, decisive result, uncertainty, robustness, and boundary. A visually impressive map is not a substitute for an inference.
Check scale compatibility. Do not use point measurements to claim basin behavior without a defensible upscaling argument, short records to claim long-run change without uncertainty, or one climate scenario to imply robust policy performance.
Prepare the AGU open-research package
Use the current AGU checklist and text-and-graphics requirements. Write a data and software availability statement that names persistent repositories, identifiers, access conditions, licenses, and legitimate restrictions. Cite datasets and software as research outputs. If materials cannot be public, say what is restricted and why rather than using “available on request” as a default.
AGU's checklist currently keeps most journal abstracts under 250 words, with a separate exception for GRL. Confirm the exact current WRR fields in GEMS. Corresponding authors need ORCID under the current submission-system notice.
Choose the right article route
Match the manuscript to the current AGU article types and publication-unit guidance. A research article should answer a scientific question; a methods or instrumentation route must enable new science and include a convincing application. Do not squeeze a mature research story into the wrong type to avoid editing.

In our pre-submission review work: scale is the hidden reviewer question
In our pre-submission review work, WRR manuscripts often look technically complete until we ask one question: at what spatial, temporal, and decision scale is each conclusion valid? A model may be accurate at monitored sites but unstable in ungauged basins. A short record may characterize events but not long-term change. A policy simulation may be coherent at basin scale while assuming away household, utility, or jurisdictional behavior that determines implementation.
We build a scale ledger with one row per headline claim. The row names the observation scale, model scale, inference scale, decision scale, and evidence that licenses each transition. Any jump without an explicit bridge becomes either a new analysis, a limitation, or a narrower claim. This is particularly useful for remote sensing, machine learning, hydroclimate attribution, and coupled human-water systems, where resolution and meaning can change between layers.
The result is not merely defensive writing. It tells readers which decisions the work can support. A basin manager, model developer, and hydrologist may use the same result differently; a strong WRR paper makes those uses and limits visible.
Worked example: a high-performing flood model
Suppose a new neural model improves average flood-forecast error across a benchmark. A weak paper treats the score as proof of operational value. A stronger WRR submission asks whether training and test periods are hydrologically independent, whether extreme events are sufficiently represented, whether ungauged locations were isolated correctly, and whether the forecast horizon matches a real warning decision.
The decisive artifact would show more than mean error. It would include high-flow performance, reliability or uncertainty, event-level failures, geographic transfer, relevant physical or statistical baselines, and sensitivity to missing or delayed inputs. The discussion would distinguish predictive performance from causal hydrologic insight and operational readiness. That distinction is useful information, not a concession.
GEMS, ORCID, and open-access checks
The current WRR page routes authors through GEMS, AGU's submission system, and names Georgia Destouni as Editor in Chief. It says ORCID is required for corresponding authors and strongly encouraged for coauthors. Confirm identities, affiliations, corresponding-author responsibility, suggested editors or reviewers, and all portal metadata against the manuscript before approval.
WRR has been fully open access since January 1, 2024 according to the current AGU page. Publication charges, agreements, funding routes, and waivers are volatile. Check the live AGU fee and funding pages for the corresponding author's institution and country rather than copying a price into the manuscript plan.
Finally, test the repository path from a signed-out browser. A DOI or URL is not sufficient if permissions, embargoes, missing metadata, or private dependencies prevent a reader from reaching the evidence.
Also compare the portal abstract, plain-language summary when requested, manuscript abstract, and repository description line by line. These fields are often written at different times by different coauthors. A mismatch can turn a carefully bounded paper into an apparently inconsistent submission. Assign one author to reconcile claims, units, dataset names, and access statements across every surface before the corresponding author approves the package.
